ADVISORY: CSC adopts remedial measures to ensure data privacy

1 March 2021 - The Civil Service Commission (CSC) has immediately applied measures to ensure the integrity of its website and client data privacy. This was assured yesterday by CSC in the face of reports on breach of security of its website.

Also, as a standard procedure, the CSC has reported the incident to the Cybercrime Investigation and Coordinating Center (CICC) and the National Privacy Commission (NPC). It continues to coordinate with the said government authorities on its following courses of action.

The CSC assures its clients that, as a data collecting agency, it takes its role of safeguarding personal information seriously. Additional security features have been incorporated within its system to prevent similar incidents in the future.

Take advantage of online learning, civil servants told

23 February 2021 - The Civil Service Commission (CSC) urged government officials and employees to take advantage of online learning during the COVID-19 pandemic to improve their work competencies.

The CSC said that the pandemic has driven many organizations to offer webinars and online training courses, making learning relatively more accessible, convenient, and affordable.

It added that it is important for civil servants to regularly enrich their knowledge or upgrade their competencies in order to meet expected performance levels and to continue delivering effective public service. Agencies are also responsible for establishing a learning and development (L&D) program that would address competency gaps in the workforce.

CSC honors civil registrars

18 February 2021 - As the nation observes Civil Registration Month this February, the Civil Service Commission (CSC) expressed admiration for civil registrars in government who relentlessly fulfill their duties despite the challenges of public service.

Considered a critical function of government, civil registration provides the basis for individual legal identity and facilitates the identification of pressing health issues.

The CSC said that civil registrars often have to contend with issues such as lack of knowledge on or appreciation for registration and the remote location of target populations, yet some are able to perform their duties excellently despite the odds.

One such person is Civil Registrar Belen F. Linganay of the City Government of Tangub, Misamis Occidental, who was given the Outstanding Public Officials and Employees Award, also known as the Dangal ng Bayan, through the CSC’s Search for Outstanding Government Workers. Linganay was recognized in 2019 for her efforts to bring the services of the City Registrar’s Office closer to the citizens through the Mobile Registration Program (MRP), to register and update the records of birth and marriage certificates as well inform citizens on the law and city ordinances on registry service.

Public Service Announcement on the Conduct of Civil Service Examinations

8 February 2021 - The Civil Service Commission (CSC) understands the public’s continued interest in the conduct of the Career Service Examination (CSE). We regret that the COVID-19 pandemic continues to make it difficult for the CSC to implement the conduct of examinations especially since public health measures to contain the spread of COVID-19, such as the prohibition of mass gatherings, are as necessary now as they were first imposed in March 2020.

The CSC is carefully studying all possibilities regarding the conduct of examinations for 2021 and beyond, with utmost consideration for the public’s health and safety. With this, the announcement regarding the CSE–Professional and Subprofessional levels to be administered this year would be made once CSC has firmed up the different modes of the conduct of examination and the appropriate schedules thereof.

Gov’t agencies need recovery strategy – CSC

4 February 2021 - The Civil Service Commission (CSC) called on heads of agencies and human resource (HR) management practitioners in the public sector to look into HR’s post-pandemic role and to prepare for the challenges of recovery.

CSC Chairperson Alicia dela Rosa-Bala said that the country’s transition to a post-pandemic world brings to fore the compelling role of HR in preparing government agencies and civil servants for changes in the workplace.

“We should now start planning for a recovery strategy. How will the workplace look like after the pandemic? What will public service delivery look like? What policies and programs do we need to review or to introduce to better adapt to a better normal?” the CSC chief said.

Government search for outstanding workers is on

22 January 2021 - Maparangalan ang mahusay, tapat, at katangi-tanging mga kawani ng pamahalaan. Sila na nagsisilbing ehemplo ng serbisyo publiko.

The statement was made by Civil Service Commission (CSC) Chairperson Alicia dela Rosa-Bala as she encouraged the public to nominate government officials and employees deserving of recognition for honest and exemplary service.

The CSC’s regional and provincial offices are now accepting nominations to the 2021 Search for Outstanding Government Workers. The annual Search forms part of CSC’s Honor Awards Program (HAP). The awards to be given out are the highest and most coveted recognition given by the government to individuals or group of individuals who have excelled or shown utmost dedication and commitment to public service.

CSC sets Jan. 25 deadline for feedback on semi-finalists to gov't awards

19 January 2021 - Public feedback on the semi-finalists to the 2020 Search for Outstanding Government Workers should be sent to the Civil Service Commission (CSC) by 25 January 2021.

This was announced by CSC as it encouraged the public to give comments, whether positive or negative, on the individual and group semi-finalists in the Presidential Lingkod Bayan, Dangal ng Bayan and CSC Pagasa Awards. The process of gathering information will ensure that only the best will be conferred with the prestigious award for government service.

CSC released last December the list of semi-finalists. For the Presidential Lingkod Bayan Award, all are from the group category, namely the Carrageenan Plant Growth Promoter Team of the Philippine Nuclear Research Institute; Bayawan Aquaculture Team of the City Government of Bayawan, Negros Oriental; and NRPS Core Team of the Bangko Sentral ng Pilipinas. The Presidential Lingkod Bayan is a recognition given to an individual or group for exceptional contributions that had nationwide impact.

CSC offers online courses on leadership

14 January 2021 - Wanted: more public sector leaders.

The Civil Service Institute (CSI), the learning and development arm of the Civil Service Commission (CSC), is offering various online courses from February to March 2021 to develop the leadership and management capabilities of civil servants.

The Public Service Values in Times of Adversities workshop aims to enable participants to strengthen and harness the public service values of Patriotism, Integrity, Excellence, and Spirituality, or PIES, especially in this time of pandemic to enhance their organization’s capability in pursuing strategic leadership and management.

Said workshop is being offered monthly, with the second run of the year to be held from 9 to 26 February. Interested participants are advised to immediately register through the CSI website. Subsequent run is scheduled on 9 to 25 March.

CSC honors fallen frontliners

24 December 2020 - In a year-end message to civil servants, Civil Service Commission (CSC) Chairperson Alicia dela Rosa-Bala cited the service and sacrifice of frontliners who paid the ultimate price in the nation’s battle against the COVID-19 pandemic.

She said, “It is heartbreaking to lose many public servant heroes in the nation’s fight against COVID-19, but please know that the Civil Service Commission joins the bereaved families in honoring these civil servants—they who put their lives on the line to save as many Filipinos as they can in performing their duties.”

“Tunay kayong mga lingkod bayani,” she added. Lingkod bayani is a play on the terms lingkod bayan (public servant) and bayani (hero), used by the CSC to mean government workers who are akin to heroes by going above and beyond their duty.

Public service values and PRIME-HRM featured in CSC online courses

18 December 2020 - Courses to develop or imbibe public service values among state workers, as well as to improve human resource management (HRM) in government agencies, are among the highlights of the Civil Service Commission’s (CSC) online course offerings for 2021.

The CSC, through the Civil Service Institute (CSI), will launch in January the Kwentong Lingkod Bayani, a monthly forum on values program showcasing the exemplary performance of government civil servants demonstrating the public service values of Patriotism, Integrity, Excellence, and Spirituality (PIES). The course, to be delivered via Zoom webinar, is free of charge and can accommodate 500 participants on a first-come, first-served basis. The first run will be on 8 January.

Also offered is Public Service Values in Times of Adversities, a workshop that aims to enable participants to strengthen and harness PIES, especially in this time of pandemic for the enhancement of their organization’s capability in pursuing strategic leadership and management. It will be offered monthly, with the first run of the year to be held from 12 to 28 January.

Agencies urged to boost emergency preparedness in the workplace

7 December 2020 - After the onslaught of strong typhoons in the country, the Civil Service Commission (CSC) called on government agencies to immediately establish or strengthen their emergency preparedness to protect government workers from hazards brought by disasters.

“Sadly, there are government workers who get caught in the middle of a disaster, calamity, or emergency while on official duty,” said CSC Chairperson Alicia dela Rosa-Bala.

In May this year, the CSC, with the Department of Health and Department of Labor and Employment, signed Joint Memorandum Circular (JMC) No. 1, s. 2020 that aims to institutionalize Occupational Safety and Health (OSH) standards in government workplaces.

Job portal serves thousands of jobseekers

2 December 2020 - Individuals who are interested to work in government may search for vacancies using the Civil Service Commission (CSC) Job Portal at www.csc.gov.ph/career.

Vacancies are also posted at CSC Field Offices (CSC FO), the CSC said, adding it has more than a hundred field offices nationwide.

Besides the position title and place of assignment, the job postings contain the salary grade and monthly salary, the qualification standards that need to be met by the applicant, documents to be submitted, and instructions on how to apply.

166 vie for outstanding government workers award

19 November 2020 - The Civil Service Commission (CSC) congratulates the 166 regional winners of the 2020 Search for Outstanding Government Workers.

Selected by the Regional Committees on Awards, the regional winners will now vie at the national level for the three award categories of the Search: Presidential Lingkod Bayan, Outstanding Public Officials and Employees or Dangal ng Bayan, and the CSC Pagasa.

Having the most number of national qualifiers is Davao Region and Western Visayas with 25 and 20, respectively, followed by the National Capital Region with 16 regional winners. Meanwhile, Ilocos Region, Central Luzon, and the Cordillera Administrative Region named 12 regional winners each. Rounding up the Luzon cluster is Cagayan Valley and Southern Luzon with 11, and Bicol Region with seven national qualifiers.

CSC bares guidelines on absences of gov’t workers during lockdown

17 November 2020 - Absences from work of government employees due to the imposition of community quarantine in light of the COVID-19 pandemic may be treated as excused absence or vacation or sick leave. This is based on the interim guidelines recently released by the Civil Service Commission (CSC).

CSC Resolution No. 2000953 or the Interim Guidelines on Absences of Government Officials and Employees During the Community Quarantine Due to COVID-19 Pandemic, promulgated on 9 November 2020 and circularized through CSC Memorandum Circular No. 23, s. 2020 dated 16 November 2020, recognizes that many government officials and employees were unable to report for work during the period of imposition of community quarantine due to the suspension of public transportation, lockdown conditions, and lack of agency support mechanisms.

The CSC considers this new policy a way of giving “a more considerate treatment of the absences incurred by officials and employees due to circumstances beyond their control”.

Public warned against exam review "fake news"

16 November 2020 - The Civil Service Commission (CSC) warns the public against spurious announcements circulating online from a review class that “they can guarantee 90% passing rate.”

The Commission also clarified that it does not endorse or accredit any review center offering classes to examinees and reiterated that review centers claiming to have been accredited are not in any way connected with CSC, adding that availing of review classes will be at one’s own risk as it is not a guarantee of passing the CS exams.

ADVISORY: Work suspension in CSC RO II and Cagayan-Batanes FO

We advise clients and stakeholders of CSC Regional Office II and its Cagayan-Batanes Field Office that the Province of Cagayan, through Executive Order No. 27, s. 2020, has declared placing the whole province under “Komunidad ko, Linis ko” for two days from 16 to 17 November 2020. This is a concerned community cleanup drive to be led by government officials, employees, and workers.

Thus, work on declared days shall be suspended in CSC Regional Office II and Cagayan-Batanes Field Office to give them time to clean up their respective homes and communities of flood debris.

CSC revises interim guidelines on alternative work arrangements in gov’t

9 November 2020 - The Civil Service Commission (CSC) has amended the guidelines on alternative work arrangements (AWA) in government to align with the community quarantine rules issued by the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF).

Under CSC Resolution No. 2000912 promulgated on 14 October 2020, and circularized via CSC Memorandum Circular No. 18, s. 2020, agencies located in areas under Enhanced Community Quarantine (ECQ) and Modified Enhanced Community Quarantine (MECQ) shall adopt work-from-home arrangement, while skeleton workforce may be allowed unless a different operational capacity is provided in agencies providing essential or critical services.

Meanwhile, agencies located in areas placed under General Community Quarantine (GCQ) and Modified General Community Quarantine (MGCQ) may adopt four-day workweek in combination with other AWAs, provided that the required 40-hour workweek is complied with.

Typhoon-stricken gov’t employees may apply for emergency leave

4 November 2020 - Government employees directly affected by the aftermath of Typhoons Quinta and Rolly may apply for a special five-day leave.

This was announced by the Civil Service Commission (CSC) as it reiterated CSC Memorandum Circular Nos. 2 and 16 issued 16 February 2012 and 17 October 2012, respectively, containing guidelines for the grant of the special emergency leave for state employees affected by natural calamities or disasters.

The special emergency leave shall be for a maximum of five (5) days in a year and non-deductible from the employee’s earned leave credits. It may be availed of within 30 days from the actual occurrence of the natural calamity for five (5) straight working days or on staggered basis.

Public warned against admin case scam

26 October 2020 - The Civil Service Commission (CSC) warns the public against unscrupulous individuals pretending to be CSC employees/officials.

The CSC has received reports about individuals pretending to be employees/officials of the CSC or from a certain “Public Complaints Center”, who contact government employees to inform them that an administrative case has been filed against them. The employee is then instructed to pay a certain amount of money to clear himself/herself of the charges.

“The administrative cases filed before the CSC are decided through a clearly defined adjudication procedure as provided under the 2017 Rules on Administrative Cases in the Civil Service,” CSC Chairperson Alicia dela Rosa-Bala emphasized.

Civil service policies support ‘Bayanihan 2’ Act

6 October 2020 - With the passage of Republic Act No. 11494, also known as the “Bayanihan to Recover as One Act” or “Bayanihan 2”, the Civil Service Commission (CSC) urged government agencies to revisit and apply civil service policies that support the response and recovery measures mandated by the said law.

To augment human resources involved in addressing the COVID-19 pandemic, the CSC issued Memorandum Circular No. 14, s. 2020 or the Interim Guidelines on Appointments and Other Human Resource Actions for the Period of State of Calamity Due to COVID-19 Pandemic in July 2020.

The interim guidelines allow reassignment, detail, transfer, and designation to augment human resources involved in addressing the pandemic.

Extension of service for necessary jobs allowed – CSC

5 October 2020 - Government employees who reach the compulsory retirement age of 65 years may request extension of service for six months under specific conditions.

In CSC Resolution No. 2000002 dated 3 January 2020, the Civil Service Commission (CSC) laid down the conditions for the grant of requests for service extension. These conditions, along with the agency head’s justification of the need for the service, include completion of a program or project identified as a priority of the agency; deployment in services that have an impact on national security, safety, and national or local emergency as declared by the appropriate authority; and provision of highly technical expertise not readily available in the agency.

CSC announces national winners of online photo contest

23 September 2020 - Three (3) government workers and photography enthusiasts emerged as the national winners of the Civil Service Commission’s (CSC) PCSA Online Photography Contest.

The winners were Mara Katrina T. Panoy of Davao City Water District (1st place for “Keep Distance”), Chelcie A. Baratas of Social Security System Lapu-Lapu, Cebu Branch (2nd place for “Improvise, Adapt, Overcome), and Vidal Jun S. Riva of Ipag National High School in Bataan (3rd place for “Kalaro”). The winners received a cash prize of PHP15,000, PHP12,000, and PHP10,000, respectively. (see winning photos here)

The national winners were selected from 704 entries from all over the country, 48 of which became regional winners.

16 September 2020 - For the 120th Philippine Civil Service Anniversary celebration, the Civil Service Commission partnered once again with private sector companies to offer special treats to government workers. This is one way of thanking government workers for a job well done, and recognizing their efforts in responding to the challenges of the COVID-19 pandemic.

Ace Hardware is holding their “Salute to the New Heroes” promo until 20 September, offering government workers 20-50% discount on selected items, plus an extra 10% off on all items for a minimum purchase of PHP2,000.00. This is available in all Ace Hardware stand-alone branches nationwide.

Returning gov’t scholars granted unhampered transit, paid quarantine leave

14 September 2020 - The Civil Service Commission (CSC) has released guidelines for foreign and local scholars of the government who are scheduled to return to their local place of residence or assignment this year upon completion of their studies.

CSC Resolution No. 2000778 promulgated on 3 September 2020 states that returning scholars shall be covered by the Guidelines for Interzonal Movement or Section 7 of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) Omnibus Guidelines. Said guidelines prescribe that returning non-Overseas Filipino Workers (OFWs), which include returning scholars, “who have been issued a DOH or LGU certificate of completion of fourteen (14)-day facility-based quarantine, those who may be required to undergo a mandatory fourteen (14)-day home quarantine, or those who are issued with travel authority upon testing negative for COVID-19 whichever is earlier, shall be granted unhampered transit across zones en route to their final destination in the Philippines.”

CSC solicits stories of volunteerism, heroism

14 September 2020 - Stories of servant-heroes need to be told.

This is the concept behind the Civil Service Commission’s (CSC) Kwentong Lingkod Bayani, one of the activities for the 120th Philippine Civil Service Anniversary this September 2020.

The CSC is calling on government agencies, government workers, beneficiary groups, and/or the general public to send stories about government workers and their extraordinary service during times of calamities.

CSC invites applicants to government job fair

13 September 2020 - The Civil Service Commission (CSC) will hold the Government Online Career Fair (GOCF) on 14-18 September 2020. This event is held in partnership with JobStreet.com and as part of the 120th Philippine Civil Service Anniversary.

To join, job seekers are required to go to https://onlinejobfair.jobstreet.com.ph and type in their email address, then fill out the CSC Form No. 100 or the Personal Data Sheet (PDS) from there. The PDS will be automatically attached to the account once created.

Once registered, applicants will be able to view the job postings starting 14 September.

Applicants will be assessed based on their education, experience, training, and eligibility according to the requirements of the position being applied to.

Statement from the Civil Service Commission

4 September 2020 - The membership of the Civil Service Commission (CSC) to the PhilHealth Board was by virtue of Section 12 of R.A. 10606 or the “National Health Insurance Act of 2013” which amended Section 18 of RA 7876 to include among others the Chairperson of the CSC or a permanent representative thereof as one of the seventeen (17) Directors of the PhilHealth Board. Several former Commissioners and other CSC Officials have represented CSC in various meetings and not only the incumbent Chairperson. With the passage of R.A. 11223 or the “Universal Healthcare Act” in 2019, the PhilHealth Board of Directors was reconstituted to have a maximum of thirteen (13) members, without CSC representation.

CSC calls for regional cooperation amid COVID-19 pandemic

CSC seeks to help unemployed Filipinos through online job fair

16 July 2020 - The Civil Service Commission (CSC) has urged government agencies with vacancies to participate in an online job fair to help Filipinos rendered jobless by the COVID-19 pandemic.

The CSC will be conducting the 2020 Government Online Career Fair on 14 to 18 September 2020 in partnership with JobStreet.com. Interested agencies nationwide may register until 14 August 2020. The complete registration procedure may be accessed here.

CSC launches online photo contest for gov’t workers

14 July 2020 - An online photo contest for government workers seeks to use positive imagery in coping with the COVID-19 pandemic.

The Civil Service Commission (CSC) has launched a photography contest themed “Journey to the New Normal” where submitted photographs must communicate the various new norms or behavior which may effectively inspire others on how to deal with the impact of the COVID-19 situation.

In an announcement, the CSC said that the images must convey “the beauty and importance of living despite the uncertainty and discomfort brought about by the COVID-19 pandemic” and “must strongly attract the imagination of the viewer to ensure positive outlook in their hearts and minds”.

It is open to all Filipino public servants, except employees of the CSC including their relatives up to second degree of affinity or consanguinity.

The contest is ongoing, and submission of entries is until 31 July 2020 at 5 p.m. (UPDATE: The deadline of submission of entries has been extended to 21 August 2020.)

CSC eases rules in filling up of health, medical positions

13 July 2020 - “To ensure uninterrupted delivery of crucial services to fight the COVID-19 pandemic, the Civil Service Commission has revised rules to ensure faster filling up of vacant positions resulting from promotion of those involved in providing essential services in this time of state of national health emergency.”

This was announced by CSC Chairperson Alicia dela Rosa-Bala (CSC) after the Commission issued Resolution No. 2000659 or the Interim Guidelines on Appointments and Other Human Resource Actions for the Period of State of Calamity Due to COVID-19 Pandemic.

The rule covers human resource movement for first and second level positions, including second level executive/managerial positions in the career service, and those appointed to the non-career service who are non-presidential appointees during State of Calamity. She added that the directive takes effect retroactively or on 16 March 2020, the date of the declaration placing the entire country under State of Calamity. It shall remain in force until lifted.

The conditional exemption from Section 96 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA), as amended, are for health-related, social workers, and the like for agencies not previously exempt. And subject to compliance with the recruitment, selection and placement processes under CSC-approved Agency Merit Selection Plan and internal guidelines.

CSC issues hiring guidelines, including conduct of online interviews

13 July 2020 - Government agencies may resume filling-up of vacant positions, issuance of appointments, among other human resource actions guided by the Interim Guidelines on Appointments and Other Human Resource Actions (IGAOHRA) for the Period of State of Calamity Due to COVID-19 Pandemic.

The announcement was made by the Civil Service Commission (CSC) through Resolution No. 2000659 promulgated on 8 July 2020 which laid down the parameters on hiring for first and second level positions, including second level executive/managerial positions in the career service, and those appointed to the non-career service who are non-presidential appointees during State of Calamity.

The IGAOHRA takes effect retroactively or on 16 March 2020, the date of the declaration placing the entire country under State of Calamity. It shall remain in force until lifted.

Clients urged to schedule appointment to avoid walk-ins – CSC

29 June 2020 - The Civil Service Commission Central Office (CSC CO) based in Batasan Hills, Quezon City has launched a web-based application that allows its clients to schedule an appointment for its records management services.

Effective 6 July 2020, CSC CO clients can book an appointment through the Online Registration, Appointment, and Scheduling System (ORAS) to request for certification and/or authentication, or certified true copy, of the following records on file at the CSC CO:

  • Career Service (Professional and Subprofessional) Eligibility
  • Civil Service Eligibility Granted under Special Laws and CSC Issuance
  • CSC Issuance (e.g. Memorandum Circular, Resolution, Decision)
  • Statement of Assets, Liabilities and Net Worth (SALN) (for CY 2010 to CY 2018)

File SALN before 31 August 2020; online submission accepted – CSC

25 June 2020 - All public officials and employees are given an additional period of sixty (60) days from 30 June 2020, the last day of filing of the Statement of Assets, Liabilities and Net Worth (SALN) to until 31 August 2020, to file their SALN with their respective departments, offices, or agencies.

This was announced by the Civil Service Commission (CSC) as it issued Resolution No. 2000603 dated 22 June 2020 which adopts the guidelines in the filing and submission of the Statement of Assets, Liabilities and Net Worth (SALN) Form for the year 2020 in response to the state of public health emergency.

The CSC also allows online submission of a duly executed SALN provided that the agency has put in place processes and mechanisms to enable or allow online oath taking and the electronic filing of the SALN, and ensure that the SALN electronically filed are verifiable and authentic.

No more written career service exams for 2020 – CSC

18 June 2020 - In view of the coronavirus disease-2019 (COVID-19) continuing pandemic, the Civil Service Commission (CSC) will not be conducting any written career service examinations for the rest of the year.

In an advisory, the CSC said the implementation of public health standards during the pandemic, such as physical distancing, reduced capacity of public transportation, and restriction on mass gatherings, has led it to cancel the following civil service examinations via the pen-and-paper test (PPT) mode:

  • Fire Officer Examination, Penology Officer Examination, Basic Competency on Local Treasury Examination scheduled on 21 June 2020;
  • Career Service Examination (CSE) PPT (Professional and Subprofessional Levels) scheduled on 9 August 2020;
  • Intermediate Competency on Local Treasury Examination, Pre-Employment Test, Promotional Test, Ethics-Oriented Personality Test scheduled on 11 October 2020.

Moreover, the conduct of the 15 March 2020 Professional and Subprofessional CSE-PPT shall be reset in 2021. A separate issuance pertaining to the said rescheduled exam will be released by the CSC.

The 15 March 2020 CSE-PPT was supposed to be held in 66 testing locations nationwide with an estimated total of 293,845 individuals nationwide registered to take the test.

Press Statement: Resumption of Work in Gov't Offices in GCQ Areas

29 May 2020 - The Civil Service Commission (CSC) calls on government agencies to undertake the necessary preparations for the reopening of government offices in areas transitioning from Modified Enhanced Community Quarantine (MECQ) to General Community Quarantine (GCQ) such as the National Capital Region.

While the government’s efficiency and responsiveness remains inviolable in the middle of this COVID-19 pandemic, this must be balanced with the need to protect the safety and health of the public sector workforce. In this light, the CSC urges heads of agencies to implement precautionary measures prior to resumption of normal operations, such as disinfection and decontamination activities, conduct of health status check among employees, and modification of workplace layout to ensure observance of physical distancing requirements.

CSC warns public on circulation of fake news

13 May 2020 - The Civil Service Commission (CSC) warns the public to IGNORE THE FAKE NEWS circulating online saying that registered examinees of the 15 March 2020 Career Service Examination are automatically deemed passed.

The circulating fake news bears the message, "THUS; President Duterte announced last May 1, 2020 that all EXAMINEES are automatically passed the said exam both Professional Level and Subprofessional Level. CONGRATULATIONS EXAMINEES MARCH 2020"

The CSC has not issued any directive to pass registered examinees of the 15 March 2020 CSE Professional and Subprofessional without taking the actual test.

CSC sets multiple alternative work arrangements for gov’t agencies

7 May 2020 - The Civil Service Commission (CSC) has made available multiple alternative work arrangements (AWA) that government agencies can adopt while the entire country is placed under a State of Public Health Emergency due to the coronavirus disease-2019 or COVID-19 pandemic.

These are work-from-home arrangement, skeleton workforce, four-day or compressed workweek, and staggered working hours. An agency may also adopt work arrangements consisting of a combination of these, or other work arrangements appropriate and applicable to the agency considering the prevailing community quarantine in the area where it is located and the nature of work performed by its employees.

“These may be difficult times, but it is during these times that our citizens need our government to be effective and remain responsive to their needs. These interim guidelines would ensure that government agencies continue to fulfill their mandate amid the pandemic, while protecting the health and safety of their workers,” CSC Chairperson Alicia dela Rosa-Bala said.

CSC Resolution No. 2000540 (Revised Interim Guidelines for Alternative Work Arrangements and Support Mechanisms for Workers in the Government During the Period of State of National Emergency Due to COVID-19 Pandemic), promulgated on 7 May 2020 and circularized via CSC Memorandum Circular No. 10, s. 2020, contains the complete set of guidelines for implementing the said AWA.

Gov’t issues occupational safety and health standards for public sector

7 May 2020 - Government workers can be assured of their health and safety in their workplaces after the Civil Service Commission (CSC), Department of Health (DOH), and Department of Labor and Employment (DOLE) jointly issued guidelines on occupational safety and health standards.

CSC-DOH-DOLE Joint Memorandum Circular No. 1, s. 2020 aims to institutionalize occupational safety and health (OSH) in government workplaces to protect government workers from the dangers of injury, sickness, or death and to prevent loss or damage of properties through the adoption of safe and healthy working conditions.

The Guidelines on OSH Standards requires government agencies to establish their own OSH Program, create a Safety and Health Committee and/or a Special Investigation Committee, and appoint or designate a Safety Health Officer, to ensure their compliance with OSH Standards and the promotion and effective implementation of OSH in their workplaces.

Filing of SALN extended until 30 June

7 April 2020 - Public officials and employees are given an additional 60 days or until 30 June 2020 to file their Statement of Assets, Liabilities, and Networth (SALN) for the year 2019, the Civil Service Commission (CSC) announced.

The deadline of filing of SALN has been extended from its original deadline of 30 April 2020, in view of the declaration of a State of Public Health Emergency in the country due to the COVID-19 pandemic.

Departments, agencies, and offices are given until 31 August 2020 to submit the SALN Forms to the appropriate repository agencies.

Government workers are reminded to use the correct SALN Form and Additional Sheets Form (Revised as of January 2015).

26 March 2020 - Filing of applications for the 21 June 2020 Fire Officer Examination (FOE), Penology Officer Examination (POE), and Basic Competency on Local Treasury Examination (BCLTE) has been suspended until further notice, the Civil Service Commission (CSC) announced.

Originally scheduled from 31 March to 30 April, the application period has been suspended in view of the Enhanced Community Quarantine being implemented in Luzon, as well as the community quarantine in other localities in the country, due to the coronavirus disease-2019 or COVID-19 pandemic.

15 March civil service exams suspended

10 March 2020 - In compliance to Proclamation No. 922 signed by President Rodrigo Roa Duterte declaring a State of Public Health Emergency throughout the Philippines and calling for the implementation of urgent, critical measures to contain the spread of COVID-19, the Civil Service Commission (CSC) suspends the conduct of the 15 March 2020 Career Service Examination-Pen and Paper Test (CSE-PPT) nationwide until further notice.

The CS exams was supposed to be held in 66 testing locations nationwide with an estimated total of 293,845 individuals nationwide registered to take the test. Of the figure, an estimated 253,419 will take the Professional Level of exam while an estimated 40,426 will attempt to hurdle the Subprofessional Level. Thus, it is necessary to suspend the exams as a preemptive health measure to mitigate the rise in the number of COVID-19 cases and to support the national and local government units in undertaking appropriate response and measures in a timely manner to curtail and eliminate the COVID-19 threat.

ADVISORY: Disinfection Activities from 5-9 October 2020

(Updated 05/10/2020) The CSC Integrated Records Management Office (IRMO) shall undertake disinfection measures of its premises from 5 to 9 October 2020.

Subject - Cancellation of 2020 Remaining Examinations via PPT
- Reset of Suspended March 15, 2020 CSE-PPT in 2021 

Due to the Corona Virus Disease (COVID-19) continuing pandemic, general community quarantine (GCQ)/modified general community quarantine (MGCQ) over the entire country has been effected. The GCQ/MGCQ shall be observed with new normal conditions such as physical distancing, reduced capacity of public transportation, and restriction on mass gatherings. In light of this, please be advised that the conduct of the following civil service examinations via the pen and paper test (PPT) for CY 2020, is hereby CANCELLED: 

June 21, 2020 - Fire Officer Examination
- Penology Officer Examination
- Basic Competency on Local Treasury Examination
August 9, 2020 - Career Service Examination-PPT (Professional)
- Career Service Examination-PPT (SubProfessional)

On the other hand, the suspended March 15, 2020 CSE-PPT shall be reset in 2021. A separate issuance on this matter shall be released in due time.

Be advised that the FILING OF APPLICATIONS for the August 9, 2020 Career Service Examination, Pen and Paper Test (CSE-PPT) for Professional and Sub-Professional levels, which was set from May 11, 2020 to June 10, 2020, is SUSPENDED until further notice.

The suspension of the filing of applications is in view of the extended implementation up to May 15, 2020 of the enhanced community quarantine in the National Capital Region, Region III, Region IV-A, and other select provinces, and general community quarantine for the rest of the country.

The suspension, based on Presidential Proclamation No. 922 dated March 8, 2020 declaring a State of Public Health Emergency throughout the Philippines due to Corona Virus Disease (COVID-19), is in support of preventive measures against further spread of COVID-19.

TO                  :        ALL EXAMINEES CONCERNED OF THE DECEMBER 6, 2019 CSC COMEX IN CSC RO II 

SUBJECT        :        Suspension of Conduct of December 6, 2019 CSC COMEX in CSC RO II 

Please be advised that the conduct of the Career Service Examination (Professional Level) via the CSC Computerized Examination (CSC COMEX) on December 6, 2019 in CSC Regional Office (RO) II, Tuguegarao City is suspended due to continuous rains and rapid rise of the Cagayan River causing massive flooding in the provinces of Cagayan and Isabela.

Also, there are parts of the national highways of Cagayan and Isabela that are no longer passable by vehicles. 

Lastly, water will be released from Magat Dam by 6 a.m. on December 6, 2019 based on advisory issued by the National Irrigation Administration. 

Hence, the suspension of the December 6, 2019 CSC COMEX in CSC RO II as a preemptive measure to ensure the safety of all concerned especially the examinees.  

The CSC shall issue another advisory on the resetting of the examination, which shall be posted on the CSC website www.csc.gov.ph and CSC COMEX website www.comex.csc.gov.ph.

CSC COMEX Advisory No. 08, s. 2019

 TO                  :           ALL CSC COMEX REGISTRANTS 

SUBJECT     :           Inaccessibility of COMEX During Online Slot Reservation   

In the Examination Slot Reservation, the COMEX system will notify registered users of online offerings including the type of examination, number of slots, date and time of personal appearance, date and time of examination, and examination venue.  A registered user or applicant can choose from any of the available schedules and reserve an examination slot.

During the date and time of Online Reservation, applicants may encounter difficulty in accessing the COMEX system due to “Gateway Timeout”.  This may be attributed to the simultaneous access of applicants and network/connectivity concern.  Besides, thereare only a maximum of 20 COMEX slots available.  Thus, the system will automatically become inaccessible once the slots are taken. 

We apologize for your inconvenience.  Rest assured that we are continuously exerting efforts to improve our system to serve you better. 

You may try reserving a slot in our succeeding online reservation schedule.

Please be advised that passers of the May 3, 2015 Career Service Examination, Paper and Pencil Test (CSE-PPT), Professional and SubProfessional levels may now personally claim the CSC Eligibility Card at the CSC Regional Office where the eligible took the examination beginning May 12, 2017.
